• Congestion pricing in Manhattan has some new exceptions including a once-daily fee for taxis and toll reductions in the early morning. These exceptions are from an environmental assessment report from the MTA, giving the federal government 30 days to make their final call on the whole program. (Jose Martinez for The City)

• The City Council passed a bill to hopefully reduce the city's jail population ahead of Rikers Island's closure. The bill establishes a mental and physical health assessment program to assess whether someone can be released. The population of Rikers has increased under the mayor's watch, and the mayor has talked about a Rikers closing "plan b," so we'll have to see if he has any interest in reducing the population or instead he wants to play political games with the lives of the people in Rikers. • The Civilian Complaint Review Board will be forced to abandon a new unit assigned to investigate complaints of biased policing and racial profiling by members of the NYPD because its proposed budget won’t cover the cost. This is a result of Mayor Adams's city budget. (Yoav Gonen for The City)

• The massive Two Bridges development in the Lower East Side and Chinatown cleared a legal hurdle after a Manhattan judge tossed out a lawsuit attempting to stop the development because it infringed on New Yorkers' constitutional right to clean air and water. (Julianne Cuba for Streetsblog)
